Resolution:
A committee, chaired by Sheikh Noor-ul-Haq Anwar, Acting Chief of the Administrative Affairs Directorate, and comprising representatives from the Ministries of Propagation of Virtue and Prevention of Vice, Complaints Hearing, Guidance (Irshad), Hajj and Endowments, Information and Culture, Higher Education, and Education, along with the Supreme Court, Central Fatwa Department, Scholars' Council, and Fiqh Assemblies, is mandated to Identify detrimental social practices prevalent across Afghanistan that contravene Sharia law and contribute to excessive expenditure and extravagance and devise strategies to eliminate such practices and present them to H.E Amir Ul-Mu'minin (may Allah protect him).
Resolution:
A committee, chaired by Sheikh Noor-ul-Haq Anwar including representatives from the Ministries of Urban Development and Housing, Justice, Agriculture, Irrigation and Livestock (Lands), Industry and Commerce, and Kabul Municipality, is tasked with the following:
1. Formulate a comprehensive plan for the systematic distribution of state-owned lands earmarked for residential and commercial purposes within the framework of urban planning, ensuring the provision of essential infrastructure.
2. Establish policies for the allocation of residential townships, cleared of illegal occupations by the Commission for Preventing Land Grabs, in alignment with urban planning for residential and construction purposes.
3. Streamline procedures and provide facilities to enable citizens to develop their private lands in accordance with urban planning regulations.
Resolution:
A delegation consisting of the Ministries of Agriculture, Irrigation and Livestock, Industry and Commerce, and the Directorate of Lands is assigned the following responsibilities:
1. Allocate 2,000 acres of land on each of the four sides of Kabul for light and medium industries, in compliance with the newly approved law, environmental protection regulations, and urban master plans.
2. Allocate 20,000 acres of land in Nangarhar, Kandahar, and Balkh provinces for industrial zones, reserving a portion for mineral processing.
3. Allocate 10,000 acres of land in Kunduz province for industrial purposes, adhering to similar regulations.
4. Identify and allocate, where feasible, 1,000 acres of land in each province (excluding Kabul, Nangarhar, Kandahar, Balkh, and Kunduz) for industrial parks.
5. Reserve 10–50 acres of land in each province for the establishment of small industries or enterprises.
6. Formulate comprehensive policies for leasing state-owned lands for agricultural, livestock, and poultry farming projects.
Resolution:
The Economic Commission is directed to transfer lands previously designated for mosques and associated facilities along highways to the private sector. This transfer must ensure the construction of separate mosques for men and women, ablution facilities, fuel stations, hotels, and other facilities to serve travelers. Additionally, this initiative should create employment opportunities for local communities.
Resolution:
The Ministries of Agriculture, Irrigation and Livestock, Water and Energy, and the Directorate of Lands are instructed to prepare a comprehensive plan for the efficient utilization of state-owned lands adjacent to water resources. These lands should be offered to citizens on long-term leases.

The General Directorate of Emirate Companies is tasked to submit the Kokcha-to-Abdan Plains canal project, under the auspices of the Spin Zar Emirate Company, to the Economic Commission for approval, taking into consideration the existing dam project in the area.

The Ministry of Mines and Petroleum, in collaboration with the National Development Company and the private sector, is instructed to develop a plan for the Hajigak iron mine and submit it to His Excellency Amir al-Mominin (may Allah protect him) for approval.

The General Directorate of Emirate Companies is directed to implement and report on the electricity distribution plan for Helmand's Kajaki power plant, as devised by the DABS.

In provinces where human hair has been confiscated by security officials, the Ministry of Interior is instructed to propose a plan for its disposal to the Emirate’s leadership. Upon approval, instructions are to be disseminated to all provinces for implementation.

Concerning the export and import of goods restricted or permitted by the Ministry of Finance or the Tariff Committee:
1. A comprehensive list of such items must be prepared and submitted for approval to His Excellency Amir al-Mominin. The Tariff Committee is required to establish standard operating procedures for managing such goods.
2. Individuals caught smuggling iron will face imprisonment ranging from 6 months to 2 years, depending on the severity and frequency of offenses, while the transport vehicles involved will be detained for 2 months.
3. Confiscated iron must be securely stored by border forces, with complete documentation of all details.
4. Return of smuggled items will require approval from the governor, the corps commander, and the intelligence chief of the respective province.
5. Provincial police departments are tasked with deploying personnel to inspect cargo and prevent the smuggling of prohibited items. Necessary incentives must be provided to these officers.
Resolution:
The Ministries of Public Health, Finance, Industry and Commerce, and the General Directorate of Municipalities are tasked to:
Develop strategies to prevent the smuggling of counterfeit medicines and food items.
Identify goods eligible for export from Afghanistan and formulate regulations for their management.
